Concept development and design of a nation-wide vehicular data platform

CLIENT

GLONASS is a Russia-based federal network navigation activities operator.

The goal of the non-profit partnership is to create conditions for the development of a competitive industry in the field of navigation and information services in Russia.

CHALLENGE

A modern automobile generates approximately 6 thousand types of parameters which take, in total, more than 4 TB of data per day: navigation, speed, operating parameters of on-board systems and others. This information is fed to the service and telematics platforms of car manufacturers and third-party telematics service providers.

Vehicle information is stored in government information systems. This information includes the automobile’s specifications, ownership history, fines and infractions record, the number of accidents, and so on.

The data generated by the car and vehicle information are scattered and stored in a large number of different information systems.

Autodata Federal Platform is designed to consolidate data from the whole transport and road transportation sectors via the following concept:

Collecting

Collect raw data from service and telematics systems and platforms

Processing

Normalize and process the data, compiling them into sets

Enriching

Supplement the sets with logically related data from state information systems

The data processed by artificial intelligence methods will be provided as a service to commercial customers and government authorities on request or automatically.

The platform will become the centerpiece of an ecosystem that brings together information providers, service and cloud solutions developers, as well as the end-users of the various vehicular services. This can enable the following outcomes:

Market Analytics

The telematics services market in Russia and worldwide research has shown that over 70% of commercial vehicles are already connected to various telematics platforms.

We analyzed data composition that the Platform can receive from more than 50 sources.

Third-Party Meetings

We met with representatives of dozens of commercial and government organizations. Based on the requirements, they described the services that will be provided in the “data as a service” format.

Draft design

We have calculated the volumes of input data from the key sources of the Platform. We predict that the input data volume for the sixth year of Platform’s operation will exceed 15 PB. To store them, more than 170 PB will be required for backups and reserves.

Information from dozens of systems will be enriched and processed by artificial intelligence, predictive and recommendatory analytics. This will produce thoroughly processed data that will be provided to consumers as a service.

Platform engineering

Platform architecture has no failure or load concentration points. It is designed to operate in multiple geographically distributed data centers with the equally distributed load. Thus, the Platform has no scaling limitations. It is possible to infinitely increase the amount of data and the number of services, given there is enough computing power for this.

Earlier, Reksoft specialists have identified the requirements for the Platform’s services. During the technical design, the logic and mechanisms of the first phase of commercial services’ capabilities were developed. A few examples:

Car manufacturers

Providing geographical usage data for the vehicles of certain brands, models, VIN codes ranges.

Insurance and leasing companies

Confirmation of vehicular mileage, repairs history and technical condition data.

Supervisory authorities

Providing data to identify vehicles used without TRP and other driver’s responsibility insurance forms.

Road operators

Providing road monitoring data and analytical reports for planning and upgrading road infrastructure.

Regional executive authorities and local governments

Providing data on the passenger transport movement on certain road sections to optimize transport processes.

It is expected that by the launch of the Platform, several hundred services will be generated for various customers. Once launched, the services will be generated based on requests.

Also, during the technical design stage, the requirements for user analytics and statistics have been developed, as well as ways for the users to access data in accordance with their role models. The information has been prepared for the development of user interfaces and the level of service delivery.

Designing the data security subsystem

Threats and intrusion models were developed, and the classes of protection according to PND and GIS were identified and substantiated. Security measures and means of protection that will ensure compliance with regulatory requirements for the selected security classes were defined.

The data protection system is based on the means certified by FSTEC. The platform will transmit information over closed communication channels using encryption algorithms certified by the FSB. A complex of technical and organizational measures has also been developed to prevent internal threats.

Most of the vehicle data on the Platform is depersonalized. It is impossible to determine which vehicle they belong to. Personalization of data is only possible if the owner has consented to their storage and processing.
