GLONASS is a Russia-based federal network navigation activities operator.
The goal of the non-profit partnership is to create conditions for the development of a competitive industry in the field of navigation and information services in Russia.
A modern automobile generates approximately 6 thousand types of parameters which take, in total, more than 4 TB of data per day: navigation, speed, operating parameters of on-board systems and others. This information is fed to the service and telematics platforms of car manufacturers and third-party telematics service providers.
Vehicle information is stored in government information systems. This information includes the automobile’s specifications, ownership history, fines and infractions record, the number of accidents, and so on.
The data generated by the car and vehicle information are scattered and stored in a large number of different information systems.
Autodata Federal Platform is designed to consolidate data from the whole transport and road transportation sectors via the following concept:
The data processed by artificial intelligence methods will be provided as a service to commercial customers and government authorities on request or automatically.
The platform will become the centerpiece of an ecosystem that brings together information providers, service and cloud solutions developers, as well as the end-users of the various vehicular services. This can enable the following outcomes:
PLATFORM’S AIMS AND GOALS
Quality of transport infrastructure and road safety improvement:
- increasing road construction efficiency, road repair and maintenance quality.
- Reducing traffic accidents and the ensuing burden on law enforcement agencies and the judicial system.
- Improving road and transport infrastructure management performance.
Intelligent automotive digital technologies and infrastructure development:
- Creation of innovative products and services in the field of intelligent transport systems, car insurance, automotive diagnostics, logistics and other areas of the industry.
- Taxation and insurance premiums optimization on the basis of objective and complete data, which can enable offering the relevant products and services for the state, commercial entities and drivers.
- Automation of the control and management of the car, improvement of driver’s active assistance systems.
Creation of a more civilized used cars market:
- Increasing the global car history transparency and the investment attractiveness of the used cars market.
- Generating reliable data for the vehicle’s residual value calculation.
- Developing new business models: Trade-in, Balloon, automotive auctions.
Create a nation-wide unified trusted transportation data environment:
- incentivizing the development of the autonomous, connected and electric transport markets;
- enable more data-based companies to enter the global telematics markets.

“Autodata is essentially an open, decentralized platform that is included in the largest innovative federal projects. It enables the creation of a whole range of applied and demanded services for the state, business and ordinary drivers.”
Platform concept development
Reksoft specialists carried out a profound analytical research:
Platform specifications composition
We have described the requirements for the Platform’s services and functional and technical capabilities. The resulting terms of reference are based on the following principles:
We have calculated the volumes of input data from the key sources of the Platform. We predict that the input data volume for the sixth year of Platform’s operation will exceed 15 PB. To store them, more than 170 PB will be required for backups and reserves.
Information from dozens of systems will be enriched and processed by artificial intelligence, predictive and recommendatory analytics. This will produce thoroughly processed data that will be provided to consumers as a service.
Platform architecture has no failure or load concentration points. It is designed to operate in multiple geographically distributed data centers with the equally distributed load. Thus, the Platform has no scaling limitations. It is possible to infinitely increase the amount of data and the number of services, given there is enough computing power for this.
Earlier, Reksoft specialists have identified the requirements for the Platform’s services. During the technical design, the logic and mechanisms of the first phase of commercial services’ capabilities were developed. A few examples:
Providing geographical usage data for the vehicles of certain brands, models, VIN codes ranges.
Insurance and leasing companies
Confirmation of vehicular mileage, repairs history and technical condition data.
Providing data to identify vehicles used without TRP and other driver’s responsibility insurance forms.
Providing road monitoring data and analytical reports for planning and upgrading road infrastructure.
Regional executive authorities and local governments
Providing data on the passenger transport movement on certain road sections to optimize transport processes.
It is expected that by the launch of the Platform, several hundred services will be generated for various customers. Once launched, the services will be generated based on requests.
Also, during the technical design stage, the requirements for user analytics and statistics have been developed, as well as ways for the users to access data in accordance with their role models. The information has been prepared for the development of user interfaces and the level of service delivery.
Designing the data security subsystem
Threats and intrusion models were developed, and the classes of protection according to PND and GIS were identified and substantiated. Security measures and means of protection that will ensure compliance with regulatory requirements for the selected security classes were defined.
The data protection system is based on the means certified by FSTEC. The platform will transmit information over closed communication channels using encryption algorithms certified by the FSB. A complex of technical and organizational measures has also been developed to prevent internal threats.
Most of the vehicle data on the Platform is depersonalized. It is impossible to determine which vehicle they belong to. Personalization of data is only possible if the owner has consented to their storage and processing.
Chief Technology Officer, Reksoft
“Autodata national platform is intended for collection, verification, enrichment, processing, analysis and further practical application of automotive big data with advanced technologies: artificial intelligence and machine learning algorithms and technologies. Such large-scale and non-trivial tasks always motivate the team significantly.
The second stage of the project, for which Reksoft was responsible, was completed in 4 months. This became possible due to the consolidation of the efforts of a distributed team of highly qualified specialists under centralized management, as well as due to the expert experience and serious involvement in the project of the customer representatives — NP GLONASS.”
